Venture development & practical problem-solvingInspired by nature. Tested in practice.

Potential.Deliberately Directed.

Building the capability to find the next way forward.

We develop ideas, challenge assumptions and turn fresh thinking into practical progress.

Harness Vector develops ideas into practical opportunities and helps people, teams and systems move beyond persistent barriers. We work alongside our clients to challenge established assumptions, connect insights across disciplines and test new ways forward. We leave behind knowledge and approaches tailored to the situation, so progress can continue independently. Our success is reflected in the capability that remains when we are no longer needed.

The philosophy

Curiosity before conclusions.

Useful potential often already exists in an idea, a resource, a process, a person or an overlooked connection. The work begins by understanding what is there, rather than arriving with a predetermined answer.

We investigate across disciplines, question assumptions, connect local insight with the wider picture and test possibilities against real constraints. Testing is proportionate to the stakes: build on what demonstrates value, and change course when the evidence calls for it. Complexity and intervention must earn their place. The aim is not endless refinement, but sufficient understanding to move an idea towards its most promising practical outcome.

When problems persist, we look beyond the immediate symptom and redesign the pathway. We preserve useful capability and agency, make the smallest effective change and assess it through real outcomes. Our work with clients aims to build capability and independence, rather than ongoing reliance on us.

Two expressions. One approach.

From possibility to useful action.

01 / Independent development

Ventures & opportunities

We explore, screen and develop ideas across sectors. We build evidence, understand commercial and practical constraints, and advance promising propositions toward implementation, partnership, licensing, sale or handover, at a stage appropriate to the opportunity.

We recognise that an opportunity can be worth transferring before every uncertainty is resolved. We make its stage, evidence, remaining risks and responsibilities clear. We consider commercial value alongside integrity and confidence in what we hand over.

02 / External contribution

Project engagement

We work alongside organisations facing unresolved practical or commercial questions. We investigate what is happening, connect customer and operational insight with commercial, design and practical constraints, and help turn overlooked value into a workable path forward. Depending on the project, we may source options, coordinate implementation and assess what changes in practice.

We scope each engagement to the project and our demonstrated capability, bringing in specialist advice where required.

The current stage. Research and feasibility: screening locations, obtaining hydrological evidence, assessing potential pilot arrangements, and evaluating costs, resource requirements, generation efficiency and potential energy output.

CURRENT PROJECTS / 02 · PLANNING & DELIVERY

Harwood

Developing a practical pathway to serviced residential sections.

71 Harwood Street, Dunedin · Proposed four-lot subdivision · Project information updated 19 October 2026

The opportunity

A freehold property of approximately 4,592 m², with a proposed four-lot layout and side accessway. The intended outcome is three sale-ready residential sections: a turnkey front section with an existing consented wastewater system, and two sections with designed and costed wastewater solutions, ready for installation to suit the purchaser’s building layout. The rear lot will be retained for future use. Power and telecommunications/fibre provisions will be scoped for the sale lots. Final yield, boundaries and servicing remain subject to survey and consent.

Current position

Pre-application engagement with Dunedin City Council senior planner Jeremy Grey indicated no objection in principle to the proposed four-lot subdivision. The project is progressing on that basis, subject to the formal resource consent process. A historical three-lot subdivision consent was granted in 2008 and subsequently lapsed, providing a relevant precedent for future development. Clark Fortune McDonald has been engaged for survey and planning advice. Forge Emergence Limited is the development entity.

Working funding position

The development funding requirement is being revised against the indicative budget below, with staged advances against agreed costs and milestones. Funding, security, fees, timing and repayment terms remain under discussion.

Online property market estimates, checked 18th October 2026: OneRoof: NZ$450,000; Homes.co.nz: NZ$410,000; realestate.co.nz: NZ$429,000. These automated estimates relate to the existing property as a whole.

Jason Hynes, Managing Director, LJ Hooker Dunedin, provided a written market appraisal by email on 24 September 2026, identifying comparable section sales of NZ$210,000–$236,000 as the closest comparisons to the proposed sites. The front section, with its existing one-bedroom dwelling and independent driveway, is likely to achieve a higher price. Supporting email appraisal and comparable sales evidence are available upon request.

Proposed repayment / exit: sales of completed sections, with staged release and refinancing options by lender agreement. Gross sale indications exclude development expenditure, finance, tax and selling costs.

*Contingency applies only to provisional allowances without supplier quotations or estimates: additional processing, solicitor fees, accessway and fibre (basis $47,500.00). Supplier-supported figures are excluded. Extend this basis when further provisional allowances are agreed.

Finance model: indicative establishment fee of $3,500–$5,000. This is a working assumption, not confirmed lending terms.

The priced amount is a partial working budget, not the final development cost or funding request. Rows marked pending must be scoped and priced before an overall total is established.

Wastewater provisions for sale lots and future use of Lot 4

Lot 1 retains its existing consented septic and wastewater system. The subdivision budget includes design costs only for Lots 2 and 3. Septic tank and wastewater unit pricing, together with indicative installation costs, will be provided at sale within a comprehensive purchaser information package. Equipment and installation are excluded from the base subdivision budget and deferred to suit the purchaser’s building layout.

For retained Lot 4, the objective is to defer unnecessary infrastructure expenditure while preserving future residential potential and legal vehicle access. The surveyor will confirm the lawful configuration and any servicing obligations. Exemptions and development-contribution savings have not been assumed.

Supporting estimates, market correspondence and property/security documentation are available to prospective lenders on request.
